Study and Research of Important Issues in the Air Traffic Management System

The article investigates key issues in air traffic management to improve the safety and efficiency of air traffic controllers’ operations. The aim is to ensure flight safety, reduce human factor-related risks, and enhance the quality of decision-making within the HNIE system. The study analyzes controller functions across 11 civil aviation airports in Azerbaijan, including ACC, APP, TWR, and RWY sectors, focusing on decision-making processes, workload, conflict situations, and risk management. Solutions proposed include the use of artificial intelligence, simulators, and automated algorithms. As a result, controller decision efficiency is improved, flight safety is ensured, and future research opportunities with the implementation of new technologies are created.
